Towards Developing International Bioethics Education Network
We have been discussing the ﾒBioethics Textbook Projectﾓ for the past 3 meetings. This project aims to produce free on-line teaching materials for bioethics education in different countries. The main products will be: 1) Materials for teaching bioethics; 2) A textbook that could be used in school and university classes to teach about bioethical issues; and 3) A network of teachers in different countries.
After speaking to many teachers in different countries, they especially request more background materials, including written, and audio and visual materials, either VCR or DVD for teaching bioethics. It does not matter especially which form of media is used. We want to assemble materials, and distribute widely in April 2004 in CD, video/DVD and copied format. The language can be in English, Japanese, Chinese, and Spanish - others may be added. The author of original material will be mentioned also. Please bring your materials together and join us to assemble a great resource for teachers around the world.
We will also update on the project, which is proceeding well in several countries. We hope that many teachers will be able to at least try a few of the model chapters.
As for the Japanese Bioethics Education Network, we will be discussing about the future plans for the network and make an annual overview for the 2004 fiscal year.

まず、井上先生から勉強会に参加できない旨のお詫びのメールが届いたことをお知らせしました。さらに、2月15日に開催される第9回つくば国際生命倫理円卓会議の生命倫理教育セッションで発表していただけるかどうかについて、意見を交わしました。
次に、教材本体と共にCD-ROMに含める各々の先生方がこれまでに使用してきた資料や映像などについて話しました。まず懸念されるのが、著作権の問題です。出版社や新聞社がどこまで許してくれるかが問題となってきます。授業では、教育目的ということで比較的自由に新聞記事やテレビの映像を使うことが出来ます。これらの資料は個々に使用する分には問題ありませんが、それを公にすることで問題が生じてしまうことは避けられません。まずは、情報の大本である出版社なり新聞社なりに、その都度許可を取っていくしか方法はないのではないか、と言う結論に達しました。
さらに、日本語を外国のパソコンなどで表示する場合や、Webに載せる場合に、文字化けする可能性があるので、ダウンロードするべきフォント等のハウツーを一緒に記載しないとだめではないか、と言う指摘もありました。また、フォントを統一するなど、資料として見易さや、使いやすさも追求するとよいのではないか、と言う提案もありました。
また、日本の学生にとっては英語の教材と言う側面が大きいため、テキストの朗読テープがあったら有益かどうか、というメイサー先生の問いに対して、使うかどうかは別として、便利ではある、という答えが挙がりました。映像などでは、例えば実際の医療現場など、生の情報があれば貴重だという意見も挙がりました。
授業実践に関しては、授業を行いましたと言う事実はいえても、そこからどのように評価を加えて、分析していくか、というのは別問題だ、という意見が挙がりました。体系的にデータを集めるにはどうすればいいのかの見直しが必要でしょう。また、日本語版の教材が開発中であることが報告されました。
